Two local families moved into the first two completed council-rented homes at phase one of Sempra Homes’ Broadmayne development at Fairlop Close in Basildon, marking a major milestone in delivering much-needed affordable social housing in the borough.
The Broadmayne development will provide a total of 35 high-quality family homes, including 17 for social rent, which will be allocated to Basildon borough residents. The remaining homes, available for private sale, will be released for sale later this year, with priority given to Basildon residents and veterans, in support of the Basildon First charter.
Councillor Gavin Callagham, Leader of Basildon Council said, “I’m really proud to have just opened two brand new council homes in my ward allocated to local families from the council housing waiting list.
“These homes are going to change their lives and it's why I am so determined that we are going to continue to build council homes here in Basildon for local Basildon people. The homes are absolutely brilliant, they’re really spacious, with lovely gardens, and nice spaces for kids to be able to play outdoors.
“I’m really proud of all the guys at Hill and at Sempra Homes and Basildon Council who’ve worked in partnership to deliver these new council homes.”

Designed to meet modern living standards, all homes feature fitted kitchens, private outdoor space, electric vehicle charging points, photovoltaic (PV) panels on the roofs, and energy-efficient air-source heat pumps to help reduce running costs for residents while contributing to Basildon’s low-carbon future.

Sempra Homes, the subsidiary company of Basildon Council, is delivering Broadmayne in partnership with The Hill Group, alongside the Tyefields and Chapelgate developments. This progress has been made possible thanks to vital grant funding from Homes England, as part of a wider strategic partnership involving Basildon Council, South Essex Council, One Public Estate, Ministry of Housing, Communities and Local Government. Together, this partnership has helped unlock the development and accelerate construction.
Alongside new housing, these developments are generating significant social value benefits for the local community, including apprenticeship placements, use of local labour and local supply chains.
At the end of 2024, £2.4 million of funding was secured through the extended Affordable Housing Programme to support affordable housing delivery across the three developments being delivered under a construction partnership between Sempra Homes, The Hill Group and Basildon Council. This funding enabled Sempra Homes to convert 50% of the homes at Broadmayne and Tyefields to affordable tenure.
In total, the Broadmayne, Tyefields and Chapelgate developments have received £14.1 million in government funding, which will support essential infrastructure and enable 100 of the 166 homes to be delivered as social rented and shared ownership properties.
The remaining homes at Broadmayne - a mix of council-rented, shared ownership, and private sale properties - are scheduled for a phased completion throughout 2025 and early 2026.
